  • In Kansas, school reformers not wanted

    Paul Soutar of Kansas Watchdog has found that some members of local school boards who ask for information face pushback and opposition as they try to exercise the type of oversight that many people want. Many people, that is, except those within the public school system. For them, board members are expected to be compliant and unquestioning.

    Kansas Public School Governance: Reformers Need Not Apply

    An expert on school policy seems to have summed up what’s going on around the country, including right here in Kansas. “Even if by some miracle a dissenter can slip onto the board, there are tricks that the status quo uses to neutralize that person.”

    Tim Blakenship liked using his math and science training to help out at the local high school. He also attended school board meetings and noticed that board members weren’t discussing large expenditures before voting their approval. What he saw motivated him to run for a seat on the USD232 De Soto Board of Education in 2007.

    “The biggest thing I talked about during that campaign was the need to scrutinize administrative proposals and ask questions,” Blankenship said. “When I’d come to a board meeting and see that no questions were asked at all. They just voted to do it.”

    Kansas Watchdog has heard similar concerns directly from other citizens and board members around the state and anecdotes reported second-hand from others, but few board members have been willing to speak on the record about their concerns.

    Feeling too good about our schools. Eric Hanushek looks at the results of U.S. students on the recent international tests and the attempts to explain away our generally poor performance. Is education important to our country’s economy? Absolutely, Hanushek explains: “Research has shown that international performance on these tests is very closely related to the economic growth of nations. Does the difference between 550 points (roughly Finland) and 500 points (roughly the U.S.) make a difference? By the historical record of growth, such a difference is consistent with one percent per year in the growth of per capita income. If we project this out over the lifetimes of children born today, the present value of economic gains from the U.S. reaching the level of Finland would be $100 trillion! These potential economic gains from improved schools should be compared to the huge political fights in the U.S. over a stimulus package of one trillion dollars, or one hundredth of the magnitude of the gains we are leaving on the table from ignoring the achievement in our schools.” Hanushek explains that the relatively free enterprise economy of the U.S. has attracted the “brightest from abroad” and has created an economy that spurs innovation. But our advantage is fading, he says, and the brightest often stay at home. We need to fix this now, or in a decade or two it may be impossible to recover.

    Obama order on regulation seen as ineffectual. The Competitive Enterprise Institute is a watchdog on federal regulation, having published Ten Thousand Commandments: An Annual Snapshot of the Federal Regulatory State since 1996. On President Obama’s recent order to review the effect of regulations, CEI is not impressed. In a press release, the organization said: “The number of rules in the pipeline at agencies has surged in the past year, from 4,041 at the end of 2009 to 4,225 now, as will be detailed in CEI’s upcoming Ten Thousand Commandments report. ‘Major’ rules, those expected to cost over $100 million annually, have experienced an even greater surge. Indeed, just to get where we were a year ago, many rules would have to be cut. Yet Obama’s Wall Street Journal op-ed today announcing the Executive Order utterly glossed over the EPA CO2 rules, the FCC’s unauthorized net neutrality push, and the torrent of rules yet to come from the health care and financial reform bills.” … CEI notes that an executive order issued by President Bill Clinton, still in effect, already orders what Obama’s order does. CEI asks: “Actually confronting regulation, the crippling extent of which remains unappreciated by both parties, requires going far beyond the words of an executive order.” … Phil Kerpen of Americans for Prosperity is interviewed on this topic and notes the problem of “back door” legislation through regulation. … It should be noted that Obama inherited many regulations, as despite the claims of liberals, President George Bush greatly expanded the scope of the federal regulatory state.

    Massachusetts health care presages Obamacare. Sally Pipes of the Pacific Research Institute, writing in Investor’s Business Daily, notes the promises and the reality of health care reform in Massachusetts. The plan was implemented by Mitt Romney, a Republican, who promised, according to Pipes, “Every uninsured citizen in Massachusetts will soon have affordable health insurance, and the cost of health care will be reduced. And we need no new taxes, no employer mandate and no government takeover to make this happen.” But here’s the reality of what’s happened, again according to Pipes: “The only measure by which Massachusetts can be judged a success is the number of people enrolled in Medicaid and other government-subsidized insurance plans. Of the 410,000 newly insured in Massachusetts, three in four are either paying nothing or very little for their insurance. … Despite the near-universal insurance, the state still spends $414 million on uncompensated care, an expense that Romney and his architects promised would disappear. Emergency-room use has not dropped as predicted. From 2006 to 2008, emergency room use under Mass Care increased by 9%. And private employer insurance costs, far from dropping, have continued to increase.” … Prior to this plan, health insurance premiums in Massachusetts increased at a rate slower than the national average. Now they increase faster than average.

  • Kansas and Wichita quick takes: Tuesday January 18, 2011

    Education reformer to speak in Kansas. Next week the Kansas Policy Institute hosts education reform expert Dr. Matthew Ladner at several events in Kansas. In Wichita, he will speak at a free breakfast event on Tuesday January 25th. Information on that event and those in Topeka and Overland Park can be found at Kansas Policy Institute Upcoming Events. Ladner, of the Goldwater Institute, will speak on the topic “Good to Great — Lessons for Kansas from Florida’s education revolution.” Florida has been at the forefront of education reform in recent years, according to a study by EducationNext. Kansas, on the other hand, ranks very low in studies that look at education reform among the states. An invitation to the Wichita event is here. RSVPs are requested by January 20th.

    Wichita council candidate websites spotted. This is not a comprehensive list of candidates. Instead, these are city council candidates’ websites that have been noticed. District 2, currently held by Sue Schlapp, who may not run due to term limits: Steve Harris, Paul Savage, Charlie Stevens. … District 3, currently held by Roger Smith on an interim basis: Clinton Coen, James Clendenin….     Schools’ funding claims questioned. “Much of the increase in state spending for schools since 2005 has accumulated in cash reserve funds rather than being spent in classrooms, according to an analysis of unencumbered cash reserves held by districts.” The Kansas Watchdog story by Paul Soutar continues: “Carryover cash in accessible district funds has increased by $306 million since 2005, the year the Kansas Supreme Court’s Montoy decision went into effect. Cash in these funds grew to about $743 in 2010, up $187 million since 2008. The carryover, or unencumbered cash, is money appropriated in previous years but not spent and with no claims against it for unpaid bills or other obligations. The cash accumulates in more than 30 distinct funds.” … The balances in these funds rise when money is not spent as fast as it is put in. School districts argue that they need some fund balances — and they do — but the growing balances, year after year for most districts, undermines the claims of school spending advocates.

    Kansas schools rated. “Kansas elementary and secondary schools rose one spot in a new national performance ranking, but are still below the U.S. average and many other states, the publishers of Education Week reported this week. The publication’s 15th annual ‘Quality Counts’ survey of how precollegiate schools are faring across the nation, ranks Kansas’ performance 37th in the nation, up one place from last year’s assessment, but still lower than the national average.” The Kansas reporter story mentions state school board member Walt Chappell and his concern that Kansas’ state-controlled student achievement scores — which show rapidly rising performance — may not be valid or reliable: “Even so, the Education Week rankings and others like them are important, said Walt Chappell, a state board of education member who in the past has expressed skepticism about claims of educational excellence that he believes don’t square with students’ college entrance exams or the state’s double digit high school dropout rates. At the very least, ‘here is another outside observer taking another look at our schools and telling us there is room for improvement,’ Chappell said.”

    Insurance costs on the rise in Kansas. From Kansas Reporter: “Health insurance premiums have gone up 5 to 7 percent in Kansas because of the federal Patient Affordable Care Act, an underwriters’ group official told lawmakers Thursday.” Mandates for increased coverage are seen as a cause.

  • Most Kansas students not ready for college

    While Kansas high school students perform slightly better than the nation, only 26 percent of Kansas students that take the ACT test are ready for college-level coursework in all four areas that ACT considers.

    This is according to the report Measuring College and Career Readiness: The Class of 2009. The four areas that the test looks at in measuring readiness for college-level coursework are English, math, reading, and science. For the nation as a whole, 23 percent are ready for college-level coursework.

    The report also shows that for the period 2005 to 2009, Kansas ACT scores are up a small amount. For the most recent years, scores are down very slightly. The Kansas scores are slightly higher than the scores for the entire nation, and have mirrored the national trend.

    When students are not ready for college-level coursework, it means they have to take remedial courses in college. This creates additional expense for both students and taxpayers as students take classes to learn what they should have learned in high school.

    These findings are in contrast to an recent Wichita Eagle op-ed written by Wichita-area public school district superintendents. That piece argues against cutting school funding, stating “The value that Kansas taxpayers are receiving from their K-12 public education system has never been better.”

    The school spending lobby — these superintendents are part of that — argue that rapidly rising student achievement scores are evidence that increased spending on schools has produced results. Their argument is based on assessments given by the state. These Kansas test scores, however, can’t be trusted as credible. Every test that is not controlled by the State of Kansas shows student achievement largely unchanged.

  • Kansas and Wichita quick takes: Friday January 7, 2011

    Education’s money. The Hutchinson News recently carried an op-ed by Jack Mace of Hutchinson titled “Education’s Money.” It starts with this: “So-called ‘conservatives’ have built a straw man; 85 percent of Kansas general funds go to education. Well, du-uh!” There is a glaring error here, so much so that I’m surprised that newspaper would print this piece without some basic fact checking. According to Kansas Fiscal Facts published by the Kansas Legislative Research Department, for fiscal year 2011, spending on all education in Kansas was 66.7 percent of general fund spending. K through 12 spending was 55.2 percent. … Other than this, Mace says that the legislature is responsible for funding education adequately but has no responsibility to determine what “adequate” means. He relies on the Kansas Constitution as the authority for requiring spending 85 percent on “adequate” education, but the actual language is: “The legislature shall make suitable provision for finance of the educational interests of the state.” … It should be noted that Mace, according to a Hutchinson News article from last year, is a teacher: “[Mace] said he is a third-generation teacher/trainer, teaching for six years in the 1980s at Hutchinson Correctional Facility. He holds a Master of Divinity degree from Mennonite Biblical Seminary, Elkhart, Ind., and currently is a substitute teacher in local and area schools.” Hopefully he prepares his classroom lessons with more regard for facts than he does for his newspaper op-eds.

    Kansas websites to be presented. On Monday January 10 Americans for Prosperity is presenting an event where several Kansas websites focused on public policy and news will be presented.     Constitution. In its criticism of conservatives and their love for the Constitution, the Center for American Progress sent this message to supporters: The Constitution clearly grants Congress the authority to enact the law through the ‘Commerce Clause,’ which allows Congress to regulate the national economy, and the ‘Necessary and Proper Clause,’ which grants Congress the power ‘to make all Laws which shall be necessary and proper for carrying into Execution’ this power to regulate the economy.” This, of course, gives government the power to do almost anything, which fits right in with CAP’s goal: “Progressives recognize that the Constitution sees ‘We the people’ as the source of political power and legitimacy, and that it grants the federal government broad powers to better the nation, separates church and state, enshrines basic human and civil rights, promotes free and fair markets, and broadly protects the right to vote.” It’s laughable to see this organization pretend to be in support of “free and fair markets.”

    Constitution thought to be more than 100 years old. Leftist writer Ezra Klein, appearing on MSNBC, thinks the Constitution is confusing because it’s old: “The issue with the Constitution is not that people don’t read the text and think they’re following it. The issue with the Constitution is that the text is confusing because it was written more than a hundred years ago.” … Others have poked fun at Congressional Republicans for the reading, saying it has no binding action or affect on Congress. Others have criticized the cost of the reading.

  • Kansas and Wichita quick takes: Monday December 27, 2010

    This week at Wichita City Council. This week, as is the usual practice for the fourth Tuesday of each month, the agenda for the Wichita City Council features only consent items. These consent items are thought — at least by someone — to be of routine and non-controversial nature, and the council votes on them in bulk as a single item, unless a council member wishes to “pull” an item for discussion and possibly a separate vote. One such consent item is “Payment for Settlement of Claim — Estate of Christopher Perkins.” As Brent Wistrom reports in the Wichita Eagle’s, Wichitopekington blog, “A police car en route to an emergency call smashed into a Saturn coup last December, killing the coup’s 30-year-old driver, Christopher Perkins. Perkins’ family filed a negligence claim, and, on Tuesday, Wichita City Council members will vote to settle the case for $300,000.” The agenda packet is at Wichita City Council, December 28, 2010. … Also, the city will vote whether to spend $400,000 for an analysis of nine aging fire stations and what repairs and upgrades they might require. Whatever work is found to be necessary would cost much more, presumably. The cost of the analysis is being paid for by borrowing money through general obligation bonds. … Usually these “fourth Tuesday” meetings are followed by a workshop, but as of this moment, no agenda is available. … The Sedgwick County Commission will not meet this week.

    Kansas schools’ unspent funds. Perhaps this will be the year in which Kansas schools — along with other state agencies — will publicly confront the reality of their budgets and unspent funds. Kansas Watchdog takes a look on Truth Emerging on Unencumbered K-12 Education Funds .

    Which Brownback will govern? The Lawrence Journal-World looks at the future of incoming Kansas Governor Sam Brownback and wonders how he will govern. Perhaps the most telling observation is that of Wichita State University professor H. Edward Flentje: “Then Brownback got elected to Congress as a budget-taming conservative, Flentje said. But the budget couldn’t be tamed, and Brownback morphed into the social conservative for which he is most well-known, or, as Flentje describes it, ‘wearing his faith in the public square.’” So now I’m wondering: Can this year’s Kansas budget be tamed? … On the role of national politics: “Kansas University political science professor Burdett Loomis said that although Brownback is known for his social conservative views, he may be moderated somewhat by national aspirations.”

    Rapidly rising costs at Kansas Universities criticized. Tuition at our state’s two flagship universities — The University of Kansas and Kansas State University have risen much faster than inflation, writes John R. LaPlante, educational policy fellow the Kansas Policy Institute in a letter to the Topeka Capital-Journal. Rapidly rising administrative costs are one reason, he writes. But costs can be controlled: “Cutting administrative expenses isn’t just a nice thing to do, it is possible. Iowa State, Texas A&M and the University of Missouri actually reduced their administrative expenses. It should be no surprise that they had smaller tuition increases than every other university in the conference, save Texas Tech.”

    States and their pension problems. George Will in the Washington Post writing on the problem with under-funded state employee pension plans: “The nation’s menu of crises caused by governmental malpractice may soon include states coming to Congress as mendicants, seeking relief from the consequences of their choices. Congress should forestall this by passing a bill with a bland title but explosive potential.” Will goes on to describe a bill in Congress that would mandate transaprency of just how bad the problem is: H.R. 6484: Public Employee Pension Transparency Act. … In Kansas, efforts to merely describe the severity of the problem result in attacks on the messenger. In Wichita, the head of Service Employees International Union Local (SEIU) 513 appeared before the board of USD 259, the Wichita public school district, in order to denounce the reports and what he claimed where the political motives behind it.     Airport security found lacking. From the ABC News report Gaping Holes in Airline Security: Loaded Gun Slips Past TSA Screeners: “But the TSA did miss [the loaded gun], and despite what most people believe about the painstaking effort to screen airline passengers and their luggage before they enter the terminal, it was not that unusual. Experts tell ABC News that every year since the September 11 terror attacks, federal agencies have conducted random, covert “red team tests,” where undercover agents try to see just how much they can get past security checks at major U.S. airports. And while the Department of Homeland Security closely guards the results as classified, those that have leaked in media reports have been shocking.”

    Compact strategy against Obamacare outlined. From the Weekly Standard: “An issue of interest to two or more states can lead to a compact. It works this way: State legislatures approve a proposal, the states agree on the parts of mutual concern (such as buying insurance across state lines), then the compact is dispatched to Washington for ratification by Congress and the president (though the need for White House assent isn’t spelled out in the Constitution). Ratification turns the compact into federal law. However, there’s a bigger reason for forming a compact against Obamacare. By banding together, states would have far more political clout in Washington.”

  • Kansas ranks low in policies on teacher quality

    States are the primary drivers of teacher policy, said Sandi Jacobs, and the states, particularly Kansas, are not doing a good job promoting teacher quality.

    Jacobs is Vice President of National Council for Teacher Quality. She appeared in Wichita at an event sponsored by the Kansas Policy Institute. NCTA is a research and advocacy group that promotes accountability and transparency of the institutions that affect teacher quality.

    While states play the largest role in formulating teacher policy, other actors are local school districts, teachers unions, and the education schools that train teachers. Until last year when Race to the Top money became available from the federal government, it didn’t play a significant role. Kansas did not make it past the first round of Race to the Top evaluations.

    Jacobs said that there is strong consensus that of the factors under control of schools, teacher quality has the greatest impact on student success. And recently there has been a shift in how we consider teacher quality, moving from certifications and past education to effectiveness and results in the classroom.

    Jacobs presented research that shows how teacher quality can make a large difference in how much students learn in just a period of three years. In the example she illustrated, third graders who had teachers in the top 20 percent of effectiveness for the next three years went from the 50th percentile in performance to the 90th. For students with teachers in the lowest 20 percent for the same period, their performance dropped from the 50th percentile to the 37th percentile. This is a “huge achievement gap,” she said.

    Jacobs said that states already have many policies regarding teachers, but they are not the right policies. The NCTQ gives an average grade of “D” to the states for their policies regarding teachers. Kansas is below average, earning a grade of “D-.”

    Among the policy areas regarding teacher effectiveness and quality, states fare worst in identifying effective teachers. Further, the methods that statues use to evaluate teachers are not indicative of teacher effectiveness in the classroom. Only ten states “require evidence of effectiveness to be the preponderant criterion for teacher evaluation.” Kansas policy says that school districts “should” include a measure of teacher effectiveness in their evaluations. But that is as far as Kansas policy goes, Jacobs said. Kansas, like many states, does not require classroom observation in teacher evaluation.

    If student data is to be an important factor in teacher evaluation, states must create data systems that match students and their test scores with teachers. Kansas has the building blocks in place, Jacobs said, but the system needs more work before this matching can be done.

    Value-added data has been in the news recently. This refers to the ability to measure the impact of teachers on student achievement. In value-added methodology, the specific students taught by a teacher are tracked so that teachers may be evaluated by the achievement of their own students, not by broad measures. “Value-added methodology is very fair to teachers. It looks at their impact on their students,” Jacobs told the audience.

    Jacobs said that twelve states use value-added data in teacher evaluations. Kansas does not.

    The frequency of teacher evaluation is important, too. Kansas requires multiple evaluations for new teachers, which Jacobs said is a wise policy, even though the evaluation process may not be meaningful. For teacher who have gained tenure, they are evaluated once a year in their first two years after gaining tenure. After that, evaluations are required once every three years, which Jacobs said does not make sense, and should be addressed.

    The process of granting tenure — permanent employment status, after which is is very difficult to dismiss a teacher — is almost automatic in most states, Jacobs said. She added: “We’re not awarding it based on anything too meaningful, and we’re awarding it very quickly.” In Kansas, as in most states, teachers earn tenure after three years.

    Jacobs said that after three years, school districts will have probably two years’ of data on a teacher, which she said is not enough. She recommended a probationary period of five years before evaluating a teacher for tenure.

    For professional licensure, which is awarded by states, many states require no evidence of effectiveness. Kansas requires a performance assessment. Jacobs had no data for Kansas, but on other states that have such as assessment, the passing rate is generally above 98 percent. “So if 98 percent of people are coming through your gate, well then you don’t have a gate. Why are you even giving that assessment?”

    The policy area in which Kansas scored lowest was in exiting, or firing, ineffective teachers. Kansas labor law has special language just for teachers, Jacobs said, and this language makes it very difficult to dismiss ineffective teachers. Teachers are also allowed multiple appeals. The second appeal is made in the court system, which changes the matter from an educational issue to a procedural issue.

    Kansas is also weak in alternate certification, a process where people may become teachers without going through the traditional route through the education colleges. Kansas schools may hire such teachers only if they certify that no traditionally-prepared teacher is available. Jacobs said that research shows that alternatively-certified teachers perform well.

    Retaining effective teachers is important, Jacobs said, and compensation is an important factor in this regard. A problem is that teachers are treated interchangeably, she said, because school districts pay teachers based on years of experience and by degrees earned, not by effectiveness. Furthermore, there is strong consensus of evidence that advanced degrees do not make teachers any more effective in the classroom. It’s a “double premium” that districts pay, however, as many will pay teachers to earn a higher degree, and then pay them a higher salary. But this practice does not increase student leaning.

    Kansas does not have a state teacher salary schedule. Instead, districts create their own salary schedules. But Jacobs said the state needs to send the message to districts that salary schedules based on years of experience and advanced degrees “don’t make sense, aren’t efficient, and are counterproductive to retaining our most effective teachers.”

    I asked Jacobs about the relative importance of class size as compared to teacher effectiveness. Jacobs said that research shows that class size makes a difference for very young children (below third grade), when class size can be reduced to 11 or 12 students. For everyone else, there is no evidence that class size makes a difference. Additionally, reducing class size requires that more teachers be hired. When California tried class size reduction, the thousands of additional teachers hired were not of high quality, and student achievement fell.

    Political pretense vs. market performance. What is the difference between markets and politics or government? “There is a large gap between the performance of markets and the public’s approval of markets. Despite the clear superiority of free markets over other economic arrangements at protecting liberty, promoting social cooperation and creating general prosperity, they have always been subject to pervasive doubts and, often, outright hostility. Of course, many people are also skeptical about government. Yet when problems arise that can even remotely be blamed on markets, the strong tendency is to ‘correct’ the ‘market failures’ by substituting more government control for market incentives.” The article is The Political Economy of Morality: Political Pretense vs. Market Performance by Dwight R. Lee. Lee explains the difference between “magnanimous morality” (helping people) and “mundane morality” (obeying the generally accepted rules or norms of conduct). Markets operate under mundane morality, which is not as emotionally appealing as as magnanimous morality. But it’s important, as it is markets — not government — that have provided economic progress. There’s much more to appreciate in this article, which ends this way: “The rhetoric dominating the public statements of politicians and their special-interest supplicants is successful at convincing people that magnanimous morality requires substituting political action for market incentives, even though the former generates outcomes that are less efficient and moral than does the latter. The reality is that political behavior is as motivated by self-interest as market behavior is. … As long as there are people who cannot resist the appeal of morality on the cheap, the political process will continue to serve up cheap morality. And the result will continue to be neither moral nor cheap.”

    Begging for Billionaires. The documentary film Begging for Billionaires will be shown in Wichita next week. The film’s synopsis is this: “In 2005, a divided U.S. Supreme Court gave city governments the authority to take private homes and businesses by eminent domain and transfer ownership to private developers for the purpose of building things like shopping centers, corporate office towers and professional sports arenas. According to the court, the community economic development benefits of such private projects qualified them as being for ‘public use’ under the 5th Amendment’s ‘takings clause.’ The Court’s ruling immediately sparked public outrage and was broadly criticized as a gross misinterpretation of the constitution. Through a mix of guerrilla journalism, expert interviews, and the stories of victims; Begging For Billionaires reveals the fallout of the Kelo case, exposing how city governments brazenly seize property after property from the powerless and give it to the powerful for the pettiest of non-essential ‘economic development’ projects, many of which are subsidized with taxpayer money. Meanwhile, poor and disadvantaged families are forced from their homes. Everyday citizens watch helplessly as their family histories are bulldozed to smithereens. In some cases, homeowners scramble to save their life’s possessions as demolition crews pulverize the walls around them, and Centuries-old neighborhoods are wiped from existence despite rich histories and beautifully maintained homes. Begging for Billionaires begs the question: are we losing sight of the balance between individual property rights and those of the community?” The movie, sponsored by Americans for Prosperity, will be shown on Monday, December 13 from 7:00 pm to 8:30 pm at the Lionel D.     O’Toole on urban planning. As Wichita considers approving a plan for the revitalization of downtown Wichita, we should consider the wisdom of Randal O’Toole: “Urban planners want to shape our cities. And they want our cities to shape you. That’s the conclusion of Cato Institute Senior Fellow Randal O’Toole.     Kansas House of Representatives leaders elected. “House Speaker Mike O’Neal, R-Hutchinson and Rep. Arlen Siegfreid, R-Olathe, will hold pivotal leadership positions in the Kansas House after voting Monday among GOP members who re-elected O’Neal to the chamber’s top job and selected Siegfreid as the new House majority leader.” More from Tim Carpenter in the Topeka Capital-Journal.

    School lessons learned. Joel Klein, Chancellor of New York City public schools, writing in the Wall Street Journal: “Over the past eight years, I’ve been privileged to serve as chancellor of the New York City Department of Education, the nation’s largest school district. Working with a mayor who courageously took responsibility for our schools, our department has made significant changes and progress. Along the way, I’ve learned some important lessons about what works in public education, what doesn’t, and what (and who) are the biggest obstacles to the transformative changes we still need. … Traditional proposals for improving education — more money, better curriculum, smaller classes, etc. — aren’t going to get the job done. … Bureaucrats, unions and politicians had their way, and they blamed poor results on students and their families. … The people with the loudest and best-funded voices are committed to maintaining a status quo that protects their needs even if it doesn’t work for children. … As I leave the best job I’ve ever had, I know that more progress is possible despite the inevitable resistance to change. To prevail, the public and, most importantly, parents must insist on a single standard: Every school has to be one to which we’d send our own kids. We are not remotely close to that today. We know how to fix public education. The question is whether we have the political will to do it.” This is more evidence of how far behind the rest of the states is Kansas.

  • Kansas school spending: the charts

    Spending figures available at the Kansas State Department of Education indicate that spending was down for the 2010 school year. It was down both in terms of total dollars spent and spending per student.

    Notice that spending has declined for only one year. This fact is in sharp contrast to the rhetoric of Kansas school spending advocates.

    State aid to school districts declined by $1,018 per student, but federal aid increased by $679. After considering local aid, per-student spending was down by $330.

    While that may seem like a lot of money, the context is that school districts in Kansas spent $12,330 per student last school year. School spending advocates routinely deny this fact, as they are embarrassed to admit how much money Kansas schools receive.

    School spending advocates also use terms like “edge of a cliff” to describe the school budget “crisis.” As we can see, spending has been increasing rapidly for many years. It’s only in the past year that spending actually declined, and by a small amount at that.

    In fact, for the 2000-2001 school year, spending per student was $8,024. Nine years later, for the 2009-2010 school year, the figure is $12,330, an increase of 54 percent at a time when inflation has been very low, nonexistent in some years.

    Kansans should note that state aid per student last school year was $6,326, down from $7,344 the year before. School spending advocates are quick to point out that base state aid per pupil is only $4,012. But through the school finance formula with its adjustments and weightings, spending per pupil is much higher.
