Layton said last week that he intends to ask the City Council for a policy change against those no-bid contracts. The contracts became an issue after council members Michael O’Donnell and Pete Meitzner forced the city to take bids on the city-financed 300-stall parking garage adjacent to the privately financed Ambassador Hotel Wichita at Douglas and Broadway.

Key was set to receive the garage contract in a no-bid deal from the city before O’Donnell and Pete Meitzner, supported by City Manager Robert Layton, led a revolt on the council that forced the garage project to be bid. Key ultimately was the low bidder.

It’s not a surprise that the prospect of Key winning the airport contract with the second-lowest bid is raising questions now, just as Key’s initial no-bid contract for the Ambassador Hotel parking garage did last year.
